The municipal initiative, operational from December 1, 2025, to April 30, 2026, provided shelter for a total of 119 homeless individuals to protect them from low temperatures. This figure represents a decrease compared to the 129 users from the previous winter.
The [Girona City Council](https://www.diaridegirona.cat/tags/ajuntament-de-girona/) notes that the reduction does not necessarily indicate an improvement in the homelessness situation, but could be attributed to a worsening of structural issues leading people to homelessness and reduced movement within the resource system.
New admissions to the center have progressively declined throughout the months: 60 in December, 26 in January, 14 in February, 8 in March, and 11 in April. According to municipal sources, this trend is due to sustained occupancy of places by users with extended stays, a phenomenon observed in previous years.
This low turnover is influenced by the saturation of other residential and support services, as well as the increasing difficulty for individuals to access alternatives such as the rental market or job mobility.
As a new measure, 14 places were reserved for women and individuals with dissident identities, an increase from the 8 in previous editions. Additionally, six places were specifically allocated to young people under 25 linked to the outreach team for street youth. From March 30 onwards, six of the women's places were reassigned to men due to a decrease in female occupancy.
On specific days with adverse weather conditions, additional beds were made available. On January 5, five beds were added due to extreme cold, and in mid-January, five more were added due to heavy rains, bringing the total available places to 53 on those nights. On the final night of operation, 33 individuals were accommodated.
Throughout the five months of operation, 86 men (72.3%), 30 women (25.2%), and 3 individuals with dissident identities (2.5%) were served. By age group, the largest cohort was 18-29 years old (38 individuals), followed by 40-49 years old (30).
The Cold Plan, led by the Girona City Council and coordinated with La Sopa, operates on a low-barrier model, open daily from 8:30 PM to 8:00 AM. In addition to overnight accommodation, an external space for showers and personal hygiene was offered three days a week.
