“"Access to decent housing is a global problem today, but in rural areas, it has a particularly critical dimension: it is one of the main obstacles for young people to stay and build their life project here. With this agreement, we provide a concrete and viable response, such as protected housing under fair conditions for people who want to settle in the municipality."

The Falset City Council has formalized an agreement with the Catalan Housing Agency to build up to twelve protected housing units on municipal land, aiming to facilitate access to housing, especially for young people and residents.
This initiative, which will take place on a 418 m² plot located on Cèsar Martinell street, has been registered in the Generalitat's Public Land Reserve. The agreement stipulates that the Catalan Housing Agency (AHC) will manage a public tender to select the developer who will construct and manage the housing, which will have a surface right for 75 years. The AHC will cover the management costs without charging the municipality.
The allocation criteria, defined by the council, will reserve a minimum of 25% of the homes for individuals aged 35 or younger. Additionally, up to 10% of the units (under rental or usufruct schemes) will be allocated to situations of residential vulnerability, managed through the emergency housing board. To qualify, a minimum of three years of continuous residency registration will be required.
A specific clause introduced by the City Council will allow for the consideration of accumulated residency registration throughout a person's life, even if not immediate to the application, for those who have had to temporarily leave Falset for studies, training, or work reasons.
Brull, who will represent the municipality on the convention's Monitoring Commission, emphasized that this agreement is a fundamental piece for the future of rural areas, as housing, along with employment and services, is essential for people to settle and develop their life project in the region.
