Ribera d’Ebre approves Reading Promotion Plan to guarantee universal access

The strategy seeks to overcome fragmentation and includes a project to provide library services to seven municipalities without their own facilities.

The Consell Comarcal de la Ribera d’Ebre has approved its new Reading Promotion Plan, a roadmap designed to ensure universal access to library services across all municipalities in the comarca.

The document, resulting from a year of collaboration with local councils and cultural agents, is supported by the Generalitat de Catalunya and the Diputació de Tarragona. The main goal is to turn reading into a driver for social cohesion and cultural dynamism, overcoming the fragmentation of previous initiatives.

One of the most relevant actions is the project A la Ribera d’Ebre, tothom pot llegir (In Ribera d'Ebre, everyone can read). This initiative will allow seven municipalities currently lacking a municipal library —Vinebre, la Palma d’Ebre, Garcia, Rasquera, Miravet, la Serra d’Almos, and Darmós— to process library cards and access the catalog of the Public Libraries of Catalonia.
Residents of these towns will be able to request books and documents, which will be delivered directly to their municipality via the interlibrary mail service. The Biblioteca Comarcal Artur Cot in Móra d’Ebre will serve as the support and coordination center for the entire new system.
The plan is structured around five strategic lines, including the creation of a network of reading agents, the promotion of territorial equity measures such as bibliopoints and traveling book cases, and the strengthening of the link between schools and the community. It also seeks to consolidate events like the Fira del Llibre Ebrenc and the future literary route L’Ebre que llegim.
