This change stems from an agreement between the council, led by the electoral group Horitzó 31, and the Generalitat's public company. The municipal government proposed in 2024 a new interpretation of state regulations, limiting the tax exemption only to constructions strictly necessary for airport activity.
The proposal was accepted by Aeroports de Catalunya's legal services. Since the application of this new criterion, the council has collected at least 70,000 euros, applying the levy to works executed this year and immediately preceding years, such as the student residence inaugurated last September for the Lithuanian BAA Training pilot academy.
This figure has growth potential, as the developable land at the airport is nearly exhausted, and the Generalitat plans to expand the site by a hundred more hectares. This expansion, which received initial approval from the Lleida Urbanism Commission this month, aims to reinforce the airport's shift towards the industrial, training, and aerospace sectors. In addition to the new construction revenue, the council received 245,851 euros last year from the Special Characteristics Real Estate Tax (BICES).
