This situation affects 40% of the Lleida towns included in Zone II, which covers a distance of 10 to 30 kilometers from the plant. At the Catalonia level, the percentage of municipalities without this document rises to 56%.
The municipalities in Lleida that do not have the Pamen are Aitona, Bellaguarda, Bovera, la Granja d'Escarp, Sarroca de Lleida, Seròs, els Torms, and Torrebesses. In contrast, other localities such as l'Albagés, Alcanó, Almatret, el Cogul, la Granadella, Granyena, Juncosa, Llardecans, Maials, la Pobla de Cérvoles, and el Soleràs do have this plan, which is approved by the central government.

Coinciding with the report's publication, on April 29, Civil Protection is scheduled to conduct a test of the ES-Alert system on mobile phones for the population in Zone I of Ascó. However, the sub-delegations of the central government in Lleida and Tarragona reported that the municipalities of Almatret, Bovera, la Granadella, Llardecans, and Maials will also receive the alert due to the proximity of telephone antennas.
