Rural rustic buildings in Lleida to gain new uses under POUM rural

New regulations will allow for the conversion of rustic land properties into homes, workshops, or offices to combat depopulation.

Dozens of properties in the province of Lleida can be renovated for new uses such as housing or workshops, thanks to the new POUM rural regulations aimed at reversing depopulation.

The future regulations of the Municipal Urban Planning Plan (POUM) rural open the door to the conversion of properties located on rustic land in the province of Lleida. These buildings can be designated for primary residences, artisan workshops, or professional offices, a key measure to address the depopulation affecting many rural municipalities.
In Lleida, where 80% of municipalities have fewer than 2,000 inhabitants, mayors are already identifying buildings that could benefit from this regulation. The decree-law, currently in the amendment phase, could be processed as a bill, potentially delaying its final approval.
Town councils have long advocated for urban planning regulations adapted to the reality of villages. The new law, derived from the Rural Municipality Statute, includes the creation of a Rural Incasòl for investments, simplification of urban planning procedures, and the possibility of jointly tendering projects or using other public companies.
In parallel, the Housing Agency of Catalonia will open applications for rehabilitation grants for rural housing starting tomorrow, with a budget of 5 million euros. This program, aimed at 590 municipalities, will prioritize the renovation of homes that have been vacant for the past two years, whether for personal use or for rent.
