Generalitat and Lleida launch €12 million social inclusion model

The agreement includes two temporary worker centers, 130 social housing units, and a new 'Civic Hub' in the Balàfia neighborhood.

The Government of Catalonia and the Lleida City Council signed an agreement Wednesday allocating €12 million to deploy a new social inclusion model focused on supporting vulnerable residents.

The agreement was formalized on January 14, 2026, by the Minister of Social Rights and Inclusion, Mònica Martínez Bravo, and the Mayor of Lleida, Fèlix Larrosa. The investment, split equally between the two administrations, aims to improve the integration and care of vulnerable groups.
The model, set to roll out starting this summer, involves building two temporary worker centers (the first in la Caparrella with capacity for 32 people) and establishing 130 social flats across the city. A key element is the new 'Hub Cívic' in Balàfia, located in the former school.

The signing follows a protest against the 'Hub Cívic' project last weekend, which included members of the PP and VOX parties. Mayor Larrosa regretted the opposition and stated that discourses criminalizing vulnerable groups would not be tolerated.
