The fiscal ordinances proposal for 2027, defended by Mayor Fèlix Larrosa, received the support of the municipal government (PSC) and abstentions from ERC and Junts, while PP, Vox, and Comú voted against it. The measures aim to incentivize and facilitate the construction of decent housing through public-private collaboration.
Among the main modifications, the 50% benefit on the Real Estate Tax (IBI) for official protection housing is extended from 5 to 6 years. The benefit for the Tax on Constructions and Works (ICIO) for the renovation and improvement of housing ceded to the Housing Exchanges is also increased from 75% to 95%, now applicable to the first ring of the Ensanche. The construction of special regime housing for rent will receive a 95% ICIO benefit, and the benefit on the capital gains tax for properties incorporated into the social rental mediation program is extended from 80% to 95%.
Regarding the waste fee, a refund of 580,000 euros will be issued to citizens and businesses due to cost reductions in the service this year. The discount per household will range from 4.73 to 8.21 euros, with reductions also for garages, inactive premises, and undeveloped land. For economic activity, the reduction will vary between 4.16 and 164.14 euros.
The deputy mayor for Good Governance, Carme Valls, highlighted the reduction in fiscal pressure since 2023 and the new housing measures. The opposition, represented by Xavi Palau (PP), described the ordinances as "business as usual" and regretted the non-acceptance of amendments. Jordina Freixanet (ERC) called for "bold" housing policies, and Neus Caufapé (Junts) questioned the government's compliance deadlines.
Gloria Rico (Vox) criticized the ordinances as "improvised" and advocated for tax reductions. Laura Bergés (Comú de Lleida) believes the proposal "falls far short" and urges the use of all available fiscal instruments to mobilize vacant housing.
