The departure of the current secretary, who will join the Diputació de Lleida, underscores the severe administrative instability affecting small and medium-sized municipalities in the Lleida region. Mayor Eduard Oró confirmed the vacancy, which will take effect on March 1, after the official communicated their decision to the council.
This constant rotation, with four different secretaries in only three years for a town of 850 inhabitants, seriously hinders ordinary functioning. Oró explained that each new appointment means having to “start over: explaining how the town council works, training the staff, and adapting”.
“"We are not talking about just any position. We are talking about a key figure to guarantee legality, transparency, and the ordinary functioning of a town council."
The main cause of this “leak” is the disparity in working conditions, as administrations like the Diputació offer better salaries, less workload, and less responsibility. The Sudanell Town Council must initiate a complex public tender process and estimates it could be without a secretary for up to three months, relying on support from the Consell Comarcal or the Servei d’Assistència Municipal. The Diputació de Lleida has created a personnel pool to try and mitigate this problem.
