Government Defends Not Sending Es-Alert for Torrential Rains in Tarragonès

Justice Minister Ramon Espadaler has defended that weather forecasts did not justify sending an Es-Alert to the Tarragonès and Baix Penedès areas affected by this morning's torrential rains.

Ramon Espadaler, who is temporarily assuming presidential duties by delegation from President Salvador Illa, visited several affected municipalities and highlighted the swift response from local councils and emergency services. The episode, occurring between 3:00 AM and 5:00 AM, generated six hundred calls to the 112 emergency line and involved nearly three hundred fire services.
The minister explained that, at the time of the most intense rainfall, forecasts from the Servei Meteorològic de Catalunya (Meteocat) did not indicate a severe danger level (grade five or six out of six), which is the threshold required for issuing an Es-Alert. He stressed that meteorology is not an exact science and it is inadvisable to issue alerts without quality information.
Espadaler expressed the government's concern for the seven injured individuals, including a minor in critical condition admitted to the Tarragona University Hospital Joan XXIII following the collapse of a wall in Roda de Berà.
Throughout the morning, road and rail services affected by the floods were gradually restored, although some train delays persisted. The government has offered to repair the damaged infrastructure, but Espadaler ruled out declaring the affected municipalities a "catastrophic zone".
The minister maintained contact with Salvador Illa and the Interior Minister, Núria Parlon, who coordinated the response overnight. Espadaler traveled to the area with the Secretary of Local Governments, Xavier Amor, to meet with representatives from El Vendrell, Creixell, Torredembarra, and Roda de Berà.
