The Government of the Generalitat has authorized the creation of the Tarraco Roman Heritage Consortium to ensure the holistic and coordinated management of the Archaeological Ensemble, as required by UNESCO.

This new heritage governance structure directly addresses the commitments made following the inclusion of the Tarraco Archaeological Ensemble on the UNESCO World Heritage List. The goal is to ensure global management of a heritage considered living and constantly evolving, a necessity already outlined in the Tarragona Management Plan drafted in 2015.
The consortium will be attached to the Tarragona City Council and involves the participation of the Department of Culture and the Catalan Agency for Cultural Heritage. Additionally, other key administrations and entities join, such as the Tarragona Provincial Council, the Ministry of Culture, the Archbishopric of Tarragona, and the municipalities of Altafulla, Constantí, and Roda de Berà.
The creation of this body reaffirms the institutional commitment to the preservation, research, and dissemination of Tarraco's Roman legacy, deemed essential for the territory's identity and cultural projection. The consortium will act as a management tool to optimize resources and efforts, both public and private, and integrate other entities with similar objectives.
Regarding funding, the consortium's total budget will be 8 million euros annually during the 2026-2029 period. The Generalitat will contribute approximately 3.6 million euros annually, the Tarragona City Council about 2.5 million, and the Tarragona Provincial Council 100,000 euros. Current revenues generated by the monuments themselves, estimated between 1.7 and 2 million euros, will be added to these figures.
