Sant Cugat freezes waste fee for 2026, avoiding the approved 26% increase

The municipal government, formed by Junts and ERC, found a mechanism to adjust the real costs of the new cleaning contract.

The Sant Cugat del Vallès City Council has reversed the 26% waste fee increase scheduled for 2026, ensuring residents will pay the same amount as in 2025 following a detailed cost recalculation.

Mayor Josep Maria Vallès confirmed that the planned increase, which had been previously approved by the plenary session, “will not happen.” The decision stems from a “recalculation” of the actual costs associated with improvements in street cleaning and waste collection services. The new contract's annual expenditure increased from eight to thirteen million euros.

"Residents will pay the same as in 2025. We can apply zero increase, and this is very good news, reflecting sound management."

Deputy Mayor Carles Brugarolas explained that the “progressive implementation” of the new service over the past year allowed the council to find a “mechanism” to adjust the variable billing costs. He stressed that freezing the fee “will not have any impact” on the 2026 budget.
The municipal government (Junts and ERC) reiterated its opposition to the law that mandates local councils to pass the full service cost onto citizens. This detailed cost study also provides hope that the fee might remain frozen in 2027, depending on service adaptation.
