Figueres Launches Plan for Over 1,000 Affordable Rental Homes

The municipal government of Figueres presents the 'Live in Figueres Plan,' featuring 25 measures to expand residential offerings and improve housing access.

The Figueres City Council has unveiled the Live in Figueres Plan, an ambitious roadmap projecting the construction of 1,044 affordable rental homes by 2030, aiming to expand the city's residential offerings.

The document, set for debate in a special housing plenary session, outlines 25 measures to tackle the shortage of affordable housing, prioritizing access for young people, families, and seniors. Mayor Jordi Masquef emphasized the crucial involvement of the Generalitat and the State, alongside other municipalities in Alt Empordà, to address this challenge.

The core of the plan is the construction of 1,044 new affordable homes between 2026 and 2030. Of these, 847 will be affordable rental apartments in areas such as Parc de les Aigües and SEPES land. The package also includes 78 cooperative homes, 70 homes with services for the elderly, and 49 apartments in the Rhodes building, currently undergoing renovation.
Beyond new construction, the plan aims to double renovation aid over five years, increasing allocations for buildings, facades, and accessibility improvements. Renovation aid for buildings will rise from 200,000 to 400,000 euros annually; for facades, from 150,000 to 300,000 euros; and for accessibility, from 170,000 to 340,000 euros.
Other key pillars include activating land through tax incentives, such as a 75% IBI bonus for construction companies during works and a 50% ICIO bonus for new protected housing developments. Additionally, the social rental housing pool will be strengthened, grants will be offered for renovating vacant apartments, and the IBI surcharge will be applied to empty properties owned by banks and vulture funds. The City Council will invest 2.5 million euros to acquire homes within the Figueres Oest Neighborhood Plan.
The roadmap is complemented by urban regeneration measures, including the promotion of the Figueres Oest Neighborhood Plan 2026-2030, which relies on funding from the Generalitat de Catalunya, and the preparation of a new plan for the historic center. The council also commits to streamlining building permits to facilitate new developments.
