La Seu d'Urgell Approves €27M Budget with Bipartisan Support

The municipal accounts for 2026 receive approval from Compromís X La Seu and Junts per la Seu, while ERC and CUP vote against.

The La Seu d'Urgell City Council has approved its municipal budget for 2026, amounting to approximately 27 million euros, during an extraordinary plenary session held this Thursday evening.

The accounts moved forward with favorable votes from Compromís X La Seu, part of the governing team, and Junts per la Seu, from the opposition. In contrast, the municipal groups of ERC and the CUP expressed their rejection by voting against.
During the presentation, Mayor Joan Barrera highlighted that the investment chapter includes 4 million euros allocated to the construction of the INEFC building, with support from the Diputació de Lleida. Additionally, the drafting of a project for a municipal theater-auditorium and an investment of 260,000 euros for the renovation of the football field changing rooms are planned.
Among the priorities for the current year, Barrera emphasized improvements to the historic center, especially following the city's inclusion in the Generalitat's Pla de Barris. This plan entails an annual municipal investment of between 600,000 and 700,000 euros for five years, aiming for financial stability. The arrival of the first IRTA center in the Alt Pirineu, located in Ca l'Armenter, is also foreseen to boost rehabilitation and social cohesion. The governing team is also committed to strengthening the Municipal Police and the cleaning brigade to enhance urban space quality, as well as investing in sustainability and energy efficiency.

The spokesperson for Junts per la Seu, Jordi Fàbrega, justified his group's favorable vote, noting that negotiations allowed for the incorporation of proposals defended throughout the legislature, such as avoiding increased fiscal pressure on families and businesses and not increasing municipal debt.
For his part, Francesc Viaplana, spokesperson for ERC, explained that the vote against was due to a "lack of concreteness and dates" for fulfilling his group's proposals. Although the governing team accepted six of ERC's ten requests, the rejection of the remaining four, including a 10% reduction in Fira and Festa Major expenses and local contracting for social media promotion, prevented a complete agreement. The non-acceptance of exploring new avenues to acquire Cinemes Guiu was also a point of disagreement.

"We believe that some things were achieved and are important for La Seu, such as commissioning the drafting of the Mobility Plan with the perspective of a more peaceful city, with fewer cars and more pedestrians, but there were also things that remained unresolved or were difficult to achieve, and this generated some distrust."

The spokesperson for the CUP, Núria Valls, described the assessment as "bittersweet" after two years of supporting the budgets. She acknowledged progress, such as the commissioning of the Mobility Plan, but expressed distrust regarding issues that remained pending or were difficult to achieve.
