Manresa City Council definitively approves the new Low Emission Zone

The plan will be implemented in two phases, initially covering the Historic Center in 2028 and expanding to the Passeig area in 2030.

The Manresa Municipal Plenary has granted definitive approval to the new Low Emission Zone (ZBE), which will be rolled out in two phases, starting with the Historic Center in 2028 and expanding to the Passeig sector in 2030.

The definitive approval by the Manresa City Council follows the initial approval last September, with votes in favor from the governing coalition (ERC, PSC, and Impulsem). This new proposal successfully passed the allegations period without being halted, unlike the first version which received 75 complaints and was rejected.
The new ZBE is divided into two stages. The first phase, scheduled for 2028, will cover 0.21 km², concentrated mainly in the Historic Center, within the Muralles, an area that is mostly pedestrian. This area represents only 0.5% of Manresa's total surface and affects 4,970 people, a much lower figure than the initial proposal of 3.9 km².
The second phase will be activated starting in 2030 and will expand towards the city center, including the Passeig and Guimerà sectors, with an area of 0.56 km². This expansion is necessary to comply with the Generalitat Decree, which requires ZBEs to cover at least 25% of the residential surface. 13,212 people reside in this second area.
The municipal government noted that the activation of the ZBE before 2028 would only be foreseen in high contamination episodes, a fact “quite unusual” in Manresa, as nitrogen dioxide (NO2) levels remain far below the legal threshold. The Dirección General de Tráfico (DGT) is responsible for granting environmental badges (0, Eco, B, and C), with vehicles without a badge (over 25 years old for petrol and 20 for diesel) being those that cannot access the zone. The environmental badge for vehicles can be checked on the DGT website.
