Junts per Berga fails 2025 budget execution and warns 2026 negotiation door is 'half-closed'

Opposition leader Ramon Caballé reports that only 11.13% of the €5.1 million allocated for investments has been effectively executed by the City Council.

The municipal group Junts per Berga, led by Ramon Caballé, has criticized the low budget execution by the Berga City Council in 2025, stating that only 11% of planned investments were carried out, jeopardizing 2026 negotiations.

The spokesperson for Junts and head of the opposition, Ramon Caballé, reviewed the compliance level of projects planned for the current fiscal year, focusing on the investment chapter. According to the group’s calculations, only 11.13% of the €5.1 million allocated has been materialized.

The executed investments primarily correspond to maintenance actions, such as pavement repairs (€150,000) and water network works (two projects totaling €230,000). Caballé stressed that maintenance actions predominate over strategic projects.
The largest portion of planned actions, totaling €3.5 million (68.94% of the total), are “stalled.” The clearest example is the urbanization works in Pedregals, awarded at the beginning of the summer but not yet started due to disagreements with the winning company. Furthermore, a block of projects amounting to €1 million (19.93%) has not even been initiated during 2025, including the acquisition of real estate and the adaptation of the football 7 field.

In response to this low execution rate, Junts per Berga has offered solutions, such as calling for the Head of Technical Services position and activating a shock plan to prioritize actions, potentially involving external contractors. Caballé concluded that this situation leads to a halt in urban development and a loss of public trust.
Regarding the 2026 budget, Caballé was clear: “We are not happy at all arriving at the negotiation.” He warned that if the governing team (CUP and ERC) proposes a budget similar to the last one, which was sold as “the biggest in history” but went unfulfilled, Junts will not support it, as the negotiation door is “half-closed”.
