The Generalitat is working to support individuals who have benefited from the extraordinary regularization of migrants. Starting next year, these individuals must prove they have a job contract or are actively seeking employment to renew their status. One of the main avenues is promoting their participation in the “Forma i contracta” program, funded by the Servei Públic d’Ocupació de Catalunya (SOC). This program aims to qualify participants to meet companies' hiring needs through training actions, especially for the unemployed.
The Government delegate in Lleida, Núria Gil, has indicated that this measure can contribute to integrating workers into the agricultural campaign. The announcement was made during the meeting of the territorial commission for the coordination of the agricultural campaign, which reviewed this year's management.
Núria Gil gave a generally "positive" assessment of this year's agricultural campaign management, while acknowledging that "there are certainly still areas for improvement." The SOC's effort to subsidize 10 more facilitators than the previous year, reaching 87, was highlighted to strengthen socio-labor mediation and the coordination of temporary workers.
Regarding accommodation, progress has been made towards a more coordinated and dignified reception model. The new Temporary Worker Assistance Center in Lleida (la Caparrella) was opened with capacity for 32 people, and the Seròs hostel's facilities were expanded with 40 places, recording over 1,900 overnight stays. Additionally, 160 extra places were enabled in Pavilion 4 of Fira de Lleida to prevent people from sleeping outdoors.
The Department of Agriculture, Livestock, Fisheries and Food is working on the third call for investment aid for temporary worker accommodation, with the new feature that local administrations can also apply, while maintaining priority for private applicants.
Attention to vulnerability remains a key focus, with the involvement of various administrations and entities. However, situations of substandard housing and irregular settlements have been detected in places like La Cunillera (near Torrelameu) and Massalcoreig.
The Vulnerability Commission will operate continuously throughout the year to cover activities of the agricultural campaign not related to sweet fruit, such as olive, almond, or fig cultivation, expanding monitoring and the identification of basic needs and accommodation.
Prevention of occupational risks due to high temperatures has been a priority. A new pilot plan with drones in Segrià for prevention was highlighted, along with a protocol to prevent heat effects and reinforcement of the Labor Inspectorate teams. By the end of June, over 2,400 communications were sent to agricultural and construction companies in Lleida to inform them about the risks of high temperatures.
The campaign also received positive assessments in healthcare, public safety, and mobility. The CAP centers in Seròs and Alcarràs have been reinforced, and health promotion activities targeting temporary workers have been conducted. The proximity police office of the Mossos d’Esquadra in Aitona and the increased patrol presence in Baix Segrià have contributed to ensuring public safety.
