Tàrrega introduces first regulations for electric scooters

The local council will require helmets, insurance, and a minimum age of 15 for personal mobility vehicles.

The Tàrrega City Council has updated its traffic ordinance in March 2026 to regulate electric scooters for the first time, responding to the increase in these vehicles on public roads.

Under the new rules, riders must be at least 15 years old and are required to wear a helmet. Additionally, users must have third-party liability insurance and an official identification plate. The maximum speed is set at 25 km/h, and only one person is allowed per vehicle.
Scooters must use bike lanes or designated routes. When these are unavailable, they must travel on the road as close to the curb as possible. The Local Police are authorized to impound any scooters that are abandoned or improperly parked.
