The municipal group Esquerra Rubí will present a motion at the December 22 plenary session demanding that the Government reform local financing to allow city councils to use their own resources for priority needs.

The initiative by Esquerra Rubí addresses a shared demand from numerous municipal entities and city councils, which argue that the current regulatory framework prevents financially healthy councils from utilizing their own funds. The main goal is to ensure financial sufficiency and local autonomy for the municipality of Rubí.

Among the specific proposals, the party demands stable flexibility in the use of remnants and surpluses for welfare policies, facilities, and public housing. Legislative reforms are also being promoted to relax the spending rule and the Economic and Financial Plans.
The motion specifically points to the Law on Rationalization and Sustainability of Local Administration (LRSAL) and the Budgetary Stability Law (LOEPSF) as regulations that severely limit local autonomy. This restriction impacts the ability to allocate funds for expanding the housing stock, improving social services, or energy transition.
