Appeal against Figueres' new garbage contract dismissed

The Catalan Contracts Tribunal has lifted the suspension of the award to FCC-AREMA, which will be formalized in the coming weeks.

The Figueres City Council can now formalize the new waste collection contract with the joint venture FCC-AREMA, valued at 38.7 million euros, after the Catalan Tribunal of Public Sector Contracts dismissed the appeal filed by the company GBI Paprec.

The appeal filed by GBI Paprec at the end of September has finally been rejected, allowing the award approved in the September plenary session in favor of Fomento de Construcciones y Contratas (FCC)-AREMA to proceed. The formalization of the service, costing 38,760,889 euros, is expected in the coming weeks, and the resolution will be reported at the municipal plenary session this Thursday.
The new contract will last eight years, and the urban solid waste collection service is intended to start operating during the first half of 2026. Key innovations include the total renewal of vehicles and containers, the implementation of door-to-door collection for businesses and industrial estates, and the incorporation of organic waste and domestic oil collection.
Regarding containers, more than 1,000 new units with lateral loading and double opening will be installed, tripling the total capacity up to 3 million liters. Furthermore, all underground containers will be eliminated, and contribution areas will be reduced from 230 to 190, freeing up public space. The machinery will be completely new, featuring 16 new vehicles, including trucks and vans.
The door-to-door collection will focus on the commercial, hospitality, and industrial sectors. Restaurants, greengrocers, and canteens will have daily collection of residual and organic waste. Central businesses will also include paper, cardboard, and packaging, while industrial estates will implement door-to-door collection for all five fractions, eliminating public street containers in these areas.
This award concludes a long period of extensions. The previous contract with Figueres Ecoserveis was signed in 2001 with a planned duration of 15 years (until 2016) but had been successively extended until now.
