The decision by the Catalan Public Sector Contracts Tribunal (TCCSP) lifts the suspension on the award, which was granted to Urbaser last October. This company will provide the waste collection service using container islands in 15 municipalities of Segrià until 2035.
The appeal was filed by Fomento de Construcciones y Contractos (FCC) in November, after their bid was narrowly surpassed. Urbaser scored 56.65 points, only tenths above the 56.10 points obtained by FCC, the current concessionaire along with Arnó.
The rejection of the appeal by the Contracts Tribunal allows the Segrià Regional Council to formalize the definitive concession, which will have an eleven-year duration.
The new contractor, with a budget of 24.2 million euros, has committed to introducing significant improvements. These include deploying 30 specific containers for used oils and implementing an asbestos collection point at a recycling center.
The 15 municipalities affected by this container collection system include Alpicat, Alcoletge, Alcanó, Alfés, Almacelles, Albatàrrec, Aitona, Benavent de Segrià, Gimenells i el Pla de la Font, Rosselló, Torrefarrera, Torre-serona, Torres de Segre, Vilanova de la Barca, and Vilanova de Segrià.
