CCAP ratifies Social Services Program Contract addendum for 2026

The Plenary agreement of the Alt Penedès Regional Council includes the creation of the new Shared Dignified Life, Reception, and Migration Service.

The ordinary Plenary Session of the Alt Penedès Regional Council ratified last Thursday, January 15, the addendum to the Social Services Program Contract for the financing of the 2026 annuity.

The ratification of the third addendum and the extension of the 2022-2025 agreement was approved unanimously, ensuring coordination and collaboration with the Department of Social Rights and Inclusion of the Generalitat. This contract regulates the delegation of powers in areas such as Basic Social Care Teams, child care, dependency, telecare, and youth and elderly programs.
The main novelty of the 2026 addendum is the inclusion of the Shared Dignified Life, Reception, and Migration Service. This service will develop training, information, and advisory activities for immigrants and returnees in the region, responding to the decision of the Department of Social Rights and Inclusion to assume migration, refugee, and citizenship policies.

The Plenary also approved the annual fee for general services provided by the public company SUMAR – Public Social Action Services of Catalonia for the 2026 fiscal year. The fee approval received favorable votes from Compromís Municipal, ERC, the PSC-CP, and the PP, with the CUP abstaining.
Finally, the update of tariffs for the Home Care Service (SAD), provided by SUMAR, was approved unanimously. This revision is justified by the 2.5% salary increase for staff, according to state budgets, plus an additional 1% for the auxiliary staff's singular retribution adjustment.
