The fiscal ordinances agreed upon between the Governing Team and the CUP for the financial years 2024-2025 and 2025-2026 have allowed the initiation of 160 files. These files target those who own more than four properties in the city and keep them unoccupied for more than two years.
Of the initiated files, 90 are directed at large corporate owners, including SAREB, investment funds, and banks, while the remaining 70 affect individuals, some of whom own several dozen homes in Vilafranca.
This fiscal and sanctioning process has had a direct impact on the market, as 34 homes that were previously vacant have been reincorporated. Specifically, 20 have been put up for rent, 11 have been sold, and 3 are currently undergoing rehabilitation for future use.
The CUP reaffirms the intention that these funds be allocated to the purchase of housing for social services, to assist the most vulnerable groups.
The initial collection stands at around 60,000 euros, with a projected increase of between 10% and 15% for the current fiscal year. The CUP has also promoted initiatives to foster affordable housing in priority areas, such as the Espirall neighborhood, and to expand the municipal social housing stock.
