The accompanying budget law, which the Catalan Executive is negotiating with ERC and the Comuns, does not foresee any modification to the IRPF, the most important tax. The Government considers that the reform carried out in 2025, which benefited 63% of taxpayers with incomes below 33,000 euros gross, is already sufficient.
The only minor change introduced in the income tax is a deduction for property owners registered for the conservation of natural heritage and biodiversity. This aims to “stimulate and encourage” owners of these properties to protect nature.

Aside from the IRPF, the Catalan Executive proposes the elimination of 19 existing fees. These fees, which collectively generate less than half a million euros in revenue, are being eliminated because they are considered a bureaucratic hindrance in the relationship between citizens and the administration.
Among the suppressed fees is the one previously paid by fishermen's guilds for the occupation of public port domain intended for offices and fish markets. Several fees related to veterinary and livestock farming are also eliminated, such as those for the authorization of autovaccine laboratories or distribution centers for veterinary medicines.
The Minister of Economy, Alícia Romero, admitted on TV3 that the Government is “in a hurry” to approve the accounts. It is vital for the Illa Government to have public accounts as soon as possible to give stability to the legislature, as no budget has been approved since the president's investiture in August 2024.
